One, the overall idea

Guided by the ecological civilization thought of "promoting comprehensive resource conservation and recycling" proposed by General Secretary Xi Jinping, thoroughly implement the spirit of the Provincial Party Committee Economic Work Conference, and adhere to the overall thinking and requirements of "four for four highs and two synchronization", and persist in resource conservation and environmental protection The basic national policy is to promote the transformation of industrial solid waste from "inefficient, low-value, and decentralized utilization" to "efficient, high-value, and large-scale utilization", promote the construction of national-level industrial resource comprehensive utilization bases, and cultivate key enterprises and key projects for comprehensive utilization of resources , Carry out industrial energy-saving diagnostic services, promote industrial energy-saving technologies and products, and promote the high-quality development of energy-saving and resource comprehensive utilization industries.

2. Main goals

In 2020, the comprehensive utilization of bulk industrial solid waste in the province will reach more than 100 million tons, including 65 million tons of coal gangue, 21 million tons of fly ash, 4 million tons of desulfurized gypsum, and 10 million tons of smelting slag. Increase the construction of three national comprehensive utilization bases of industrial resources in Shuozhou, Jincheng, and Changzhi, promote the development of comprehensive utilization of industrial resources and industrial clusters, effectively improve industrial efficiency and comprehensive utilization of resources, and promote the construction of 100 energy-saving and comprehensive resource utilization projects. Promote industrial transformation and high-quality development in our province.

Three, the main task

1. Promote the construction of a national-level industrial resource comprehensive utilization base. Adhere to the government's promotion, enterprise-led, diversified utilization, and intensive development, promote the construction of park infrastructure, increase investment promotion, and establish and improve the comprehensive utilization of industrial resources that is compatible with the development of the park's leading industries, connects, and has a reasonable layout to promote the industry The comprehensive utilization of resources industry gathers together for development.

(1) Promote the construction of a national comprehensive utilization base of industrial resources in Shuozhou. Promote the development of industrial clusters for the comprehensive utilization of coal gangue, promote the scale of coal gangue power generation, promote the deployment of a number of gangue power plants in Shuozhou, and strive to build Shuozhou into the country's largest coal gangue power generation base; improve coal gangue production of ceramics and calcined kaolin , Sintered bricks and other technological level, research and development of high value-added products. (2) Promote the construction of a national comprehensive utilization base of industrial resources in Jincheng City. Promote the rational design and construction of distributed gas power generation projects in Qinshui County, relying on its abundant coal-bed methane resources, to promote the large-scale and agglomerated development of the gas power generation industry.

(3) Promote the construction of a national comprehensive utilization base of industrial resources in Changzhi City. According to the comprehensive utilization of industrial resources in the region, Changzhi City will speed up the formulation of the development plan for the comprehensive utilization base of industrial resources, with Lucheng District, Tunliu District, and Xiangyuan County as the key areas, promote coal gangue power generation, preparation of sintered bricks, new wall materials, and pulverized coal The comprehensive utilization of ash-made aerated blocks, concrete admixtures, cement admixtures and other solid wastes has developed with high quality. Changzhi City should actively promote the planning and construction of Lucheng Shihui Industrial Park, focusing on cultivating local superior enterprises such as Wangqu Power Generation, Jinshui Building Materials, Excellent Cement, and Taishan Gypsum, and promote coal gangue cogeneration and coal gangue and fly ash. , Desulfurized gypsum and slag are the main raw materials to manufacture new wall materials, traditional building materials and other resource comprehensive utilization industries that are developing rapidly and with high quality.

2. Promote the comprehensive utilization of resources in each city in accordance with local conditions. According to the actual discharge of industrial solid waste in the region, each city will flexibly adjust the industrial structure, increase the comprehensive utilization of coal gangue, fly ash, desulfurized gypsum, and smelting slag, extend the coal and power industry chain, and strengthen waste rubber, waste mineral oil, and waste machinery Pollution prevention and comprehensive utilization of industrial solid waste such as processing and manufacturing. The comprehensive utilization of smelting slag (including steel and magnesium alloy) in Taiyuan and Linfen has been further improved. 3. Promote the construction of key projects for energy conservation and comprehensive utilization of resources. 4. Promote the development of key enterprises with comprehensive utilization of resources to improve quality and efficiency. 5. Promote the construction of a new energy vehicle power battery recycling system. Promote Shanxi Tower to further expand the utilization scale of decommissioned power battery echelon. Focusing on the demand for 5G base station construction, in 2020, we will strive to build or renovate more than 5,000 communication base stations in the province on the current basis and use 7,000 echelon batteries. Encourage Shanxi Tower Energy Company to develop energy businesses such as power backup, power generation, replacement, charging piles, energy storage, and battery integrated services, expand the industry application scenarios of cascade batteries, and explore new business models. Promote the classified reprocessing and utilization of decommissioned power batteries of Fenxi Heavy Industry and the construction of the ultimate dismantling and resource disposal project.

6. Promote industrial water saving. In accordance with the standards of the Ministry of Industry and Information Technology "Industrial Water-saving Processes, Technologies and Equipment Encouraged by the State (2019)" standards, in conjunction with the Provincial River Governors Office, Provincial Water Conservation Office, Provincial Water Resources Department, and Provincial Ecological Environment Department, we will focus on iron and steel, coking and chemical industries. For water-consuming industries, promote technological transformation and upgrading of enterprises focusing on water saving and waste water recycling, promote the application of high-efficiency industrial water-saving technologies, technologies and equipment, and improve industrial water-saving efficiency.

7. Carry out energy-saving diagnosis activities. Comprehensively summarize the province's industrial energy-saving diagnosis work in 2019, increase the publicity of typical cases, collect and summarize advanced energy-saving technologies, processes, and equipment discovered during the diagnosis process, and guide enterprises in the same industry to carry out energy-saving benchmarking and focus on promotion. Select more than 30 key industrial enterprises, carry out targeted energy-saving diagnosis, and intensify rectification and reform in response to the problems found in the diagnosis process and weak links in enterprise energy use, and promote the province's industrial energy conservation and consumption reduction. In accordance with the requirements of the Ministry of Industry and Information Technology, we will do a good job in special energy-saving supervision in the industry, and carry out special energy-saving supervision for 27 production enterprises in the fertilizer (synthetic ammonia) and methanol industries.

8. Promote high-efficiency and energy-saving technology products. Taking into account the industry’s energy consumption, energy-saving potential, energy measurement statistical basis, energy efficiency standards, etc., in the steel, electrolytic aluminum, synthetic ammonia, methanol, caustic soda, coking, cement and other industries, select a group of companies with advanced energy consumption indicators per product. Recommend to the Ministry of Industry and Information Technology to declare a national energy efficiency "leader" enterprise. Do a good job in recommending the national industrial energy-saving technology and energy-efficiency star product catalog, combining the actual development of the industry, focusing on collecting energy-saving transformation of various industries, waste heat and pressure recycling, energy information management and control, energy-saving transformation technology for factories and parks, and motors, Industrial energy-saving equipment such as industrial boilers, transformers, and fans. Guide high energy-consuming enterprises such as steel, building materials, chemical industry, nonferrous metals, coking and other high-energy-consuming enterprises to publish 100 key energy-saving technology promotion catalogues against the province, find out the shortcomings, demonstrate the feasibility of replicable applicable technology implementation, and learn from improvement and transformation.

4. Main measures

1. Raise awareness. The utilization rate of general industrial solid waste is listed as one of the important assessment targets for the well-off of our province. Therefore, it is necessary to improve the comprehensive utilization level of bulk industrial solid waste, focusing on the comprehensive utilization of bulk solid waste such as coal gangue, fly ash, desulfurized gypsum, and smelting slag. 3. Strengthen technological innovation. 4. Strengthen the extended responsibility of producers. 5. Intensify promotion and application. Promoting new building materials made from coal gangue and fly ash. New building materials made from coal gangue and fly ash are the main ways to absorb industrial solid wastes such as coal gangue and fly ash in our province. The consumption accounted for more than 80%, but at present Clay bricks are still used in some construction projects, and the housing construction department must vigorously promote the use of coal gangue and fly ash building materials in the preliminary design and construction of construction projects. Increase power plants’ efforts to absorb coal gangue. According to the requirements of Shanxi Province Circular Economy Promotion Regulations, enterprises are encouraged and supported to use coal gangue for power generation. At present, coal gangue power generation in our province only uses about 60% of the power plant’s capacity. The energy authority must further increase the power generation from gangue and increase the number of operating hours of power generation.
